Keeping column heading in view when scrolling down

Is there a way that when you name a column that it stays in view if you
scroll down?

Also, what about doing the same thing with a row?

It would be nice to be able to scroll down and still see what column and row
is named.

One way:

Select cell B2. Choose Window/Freeze Panes. Scroll.
