Nick,
I'm not too concerned with getting data into Excel be it 2000 or 2007, one
of my questions is that if I do share a simple 2007 xls file, will this be
useable by someone who only has Excel 2000?
The other is somewhat answered by your *Import* suggestion, however there
are times that I don't have a user in Excel, I have a process in SQL 2000
that automatically spits out an xls file into a folder for someone to pickup
at a later time, kinda like a snapshot report.
I suppose that I'll have to install it on one of my systems and see if the
SQL 2000 Export Wiz. detects that 2007 is installed.

All should be well, as XL2007 is fine with 2000 files, so ordinary files
should be fine. If you format the 2007 file and save as an xlsx, you can
install the compatibility pack to *read* the file, much beyond that and the
users will be stumped.
If you avoid the conditional formatting, pivot tables and charts in 2007,
you should be able to save as 1997-2003 format without loss of fidelity. To
be sure, during that 'downward' save, the compatibility checker in 2007 will
pop up with detail of what will be lost
