Comma Delimited file

I have a text file that is delimited with commas.  I get different prompts
depending on how I open the file.

Option 1 - If I right click on the file, then click open with excel, the
file simply opens and there are no prompts.
Option 2 - If I open excel first, then go file open and select this file, I
get a text import wizard come up.

How do I get the text import wizard to come up if I use option 1?

Delete the .csv extension or add a .txt extension or de-register Excel as
the program to open .csv files through the registry (Not sure on the last
route, but it should work in practice)
