Will excel 2003 format a cell to the year?

It seems like it should be obvious, but I am finding it impossible to
get excel to do a date format that recognizes a year.  Is there some
way?

I typed a date in A1 (09/28/2006)
and used format|Cells|number tab|custom category|yyyy

with my USA settings.
