Opening Specific Workbook

How can EXCEL be made to open a particular Workbook, rather than a blank
one?

Have your command line shortcut point to that file.

See help on "startup switches"

OR store the file in your XLSTART folder

OR store the file in the folder designated at Tools>Options>General "at startup
open files in"
