How to validate cell with "list" and added condition

I want to validate a cell with "List" and only when a neigboring cell
is filled it should start the combo:

In Cell E7: =IF(D7<>"",AVSIM,"")

With Insert > Name > Define I have made a data list AVSIM

But I get a error message:

"This list source must be a delimited list, a reference to single row a
colum"

How to solve this, because I don't see anyhing wrongdoing.
