Cell outline prevents drag and fill

All,
hopefully a quick question about why I am not able to use the fill
handle to drag certain cells in my workbook. I am still able to copy
and paste etc. and can use the fill command from the edit menu. The
majority of cells are unaffected, but the problem cells appear to have
a thin white line within the cell outline when highlighted.
I can work around the problem, but it's getting a little annoying.
Does anyone have any ideas?

One possible cause...
Tools|Options|Edit|Allow cell drag and drop<<< Is this option turned
on? It must be on for the fill handle to be available.

Thanks Ken, but yes it is turned on. The fill handle is generally
available for the majority of cells, just not all of them.
