I am a fan of Data Validation, but tonight was disturbing.
I use =IF($C7<>"",hours). This a valid statement and can be used for
both "list" option as "custom".
(hours = defined name of a range of values)
It works for that cell
BUT
If I copy the cell and pull the mouse over the cells under this cell
and paste Special > Validation them I expected to far that the $C7 will
change into $C8, $C9 etc. but it remains $C7.
How come?

Is that the exact formula you used? It shouldn't work if you selected
Allow:List, unless you include a list for the value_if_false argument, e.g.
=IF($C7<>"",hours,other_list)
