When the Excel file is opened via Windows Explorer,
it has crazy format that I cannot understand,
and I cannot access the data I want to access.
How can the above be corrected

It is possible that someone opened the file in Word and allowed it to be
saved through that application. Save a copy of the file and try opening it
in word to see if the data is legible. If so, you will need to recreate
your file

Can you open the file from within Excel? If so, try saving it with
another name.

Xing,
A trick I often use is to open the effected Excel file with Calc (a
free spreadsheet program that can open Excel files -
http://www.openoffice.org/) and then resave it using Calc. Once
resaved, the resultant file can normally be opened in Excel without any
hassle.
Remember to make a backup of the Excel file or resave the file to a
different location!
