shifting rows up or down

I'm new to Excel, so please excuse a basic question.

Is there any way to shift rows without first creating blank rows
for them to land on? When I attempt to drag and drop, it asks me
if I intend on overwriting.

In Word there's a function to shift rows or paragraphs, and it
can be attached to a key command.

I also don't see any way to customize keyboard hotkeys.

Not truly drag and drop but..............cut or copy and Insert>Cut or copied
cells.

Gord, Jim's nearby Shift-d&d solution works great.

But while I have you, if I may, is there any way to customize the
keyboard? I'd like to hotkey macros and formats.

Most formatting operations already have hot keys assigned.

See Help "keyboard shortcuts" and "Format Data" section.

As far as macros go...you can assign short key combos to them.

Tools>Macro>Macros>Options

You can also press the Shift key while dragging the row.
Excel will move the row you drop it on either up or down.
