We created a workbook that has several check boxes and a few Routing
buttons. The problem we are running into is that when we get the routed
workbook back from a few users all of the check boxes and and routing
buttons have been removed. This only happens with about three users the
other users work fine. Any suggestions I have already lowered the security
to medium

Excel loves to move controls when a file's been saved and reopened.  Maybe
that's what happened to you.  If that's the case, group them (right-click -
group).  That seems to keep them in place.
