Excel 2003 Format Painter - Keyboard Shortcut doesn't work!

The keyboard shortcut for format painter in Excel 2003 doesn't work.

"To copy formatting, select the text, control, or other object with
the attributes you want to copy, and then press CTRL+SHIFT+C. To apply
the copied formatting, click the object you want to copy the
attributes to, and then press CTRL+SHIFT+V."

I cannot toggle Format Painter either, as described in some forums:
CTRL+SHIFT+P.

(I do NOT have InfoPath 2003.)

Any advice?

You say you found that on the Excel website, but the only place I can find
it is on the InfoPath website:
http://office.microsoft.com/en-us/infopath/HP010971661033.aspx

Where does it say that about Excel?
