Excel & changes to "and"

Excel 2003

Why "&" sign is changed in names to "and" text, while "and" may be in
different languages...?
It happens instantly after I entering & in text cell.

Excel sheet language is US English.
While keybaord layote is set to Scandinavian.

Can't find and conversion table to edit or to disable.

Any suggestions how to fix this Excel bug?

It sounds more like someone added an entry to the autocorrect list.

Try:
Tools|Autocorrect Options|Autocorrect tab
And remove the entry for the ampersand (&).
