saving as CSV problems

I have a CSV file with multiple columns, when I save as and rename,
then re-open the file, all the data moves into the A column.  How can
I prevent this?

How do you reopen the file?

Do you double click on it in windows explorer?
Do you open excel and then do file|open?

When you save the file, what's the delimiter between the fields?  Does it match
the windows regional setting list separator?
