Open at top of sheet every time

Is it possible to open an excel document at the top of the sheet no
matter how it's saved.. without using a macro (I dont want users to
have to enable macros)?? If it is possible, how?

Any help would be greatly appreciated!!!

A workbook opens in the position it was saved. So a macro would be the only
way to alter that.
