Do you have add-ins installed a personal file or templates/workbooks in your XLstart folder ??
Try to start Excel in Safe modus
Close Excel
Now hold the Ctrl key when you open Excel
Say Yes to Safe mode
See if you have the same problem

I checked the XLstart folder and it was empty. I tried going in safe
mode and the same result in safe mode.
