I'm not sure what MS07-036 is, but ...
Sometimes one of these works when you're having trouble with double clicking on
the file in windows explorer:
Tools|Options|General|Ignore other applications (uncheck it)
--- or ---
Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver
The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.
Maybe one of these will work for you.

The "Ignore other Applications" checkbox worked!
According to Excel's Help, this checkbox turns on/off DDE. Because the XLS
file type is set to to use DDE to open files by default, I'm guessing that
Windows Explorer, Outlook Express and others were having problems connecting
to Excel to tell it to open a new file. This all makes sense based on DDE
programming that I did a _long_ time ago...
I've never even remember seeing this checkbox before yet alone changing its
state. I'm wondering if MS07-03 automatically turns it on. (MS07-03 is a
microsoft patch for Excel 2003 that was released a week (today=7/19/2007) or
so... Excel had some serious/embarassing security holes...)

I've never seen anyone post the reason that setting gets changed. It's only
happened to me once or twice. I'm just happy that it's an easy fix.
