Data Validations contingent on each other

I have two data validation list cells - cell $D$15 (has the option of blank
or "affiliate") and cell $E$72 (has the option of blank or 1% - 10%).  

When cell $D$15 is blank, there are no restrictions on cell $E$72.  However,
when cell $D$15 is "affiliate", I want cell $E$72 to default to blank & not
allow any other options.  How can I accomplish this?  Thanks.
