Freezing columns does not work

Freezing rows works, but clicking in on cell c3, I want columns a, b and
rows 1-2 to freeze which does not happen. Though I see the bold lines
between B&C and 2&3, the freezing does not happen. Is there an option in
Tools options which control this view or is there something wrong I am
doing? Thanks

What does occur?

Rows 1 & 2  scroll out of view as you scroll down the sheet?

Columns A and B scroll out of view as you scroll right?
