Excel 2003, SP3 & .WQ1 files

After installing the Office SP3 update I can no longer save files as .wq1 or
as Lotus 123 files.  That worked fine in SP2.  We have thousands of files in
that format.  Is there a setting somewhere that blocks this that can be
reset?
