Inner window frozen

I used to be able to move the spreadsheet within the overall Excel window.
Somehow I have lost this ability and the spreadsheet is now fixed.  There
use to be a blue title bar that I could use to move the spreadsheet around.
What did I do? and how do I undo it?

Click on the "Restore" Icon.

Sounds like you have the window maximized.

Excuse my ignorance, but what is the "Restore Icon"?

If Excel and the workbook windows are maximized.............

At top right of window you will have 3 icons on each of two bars.

A minis sign for minimizing, a double box for restoring or a single box for
maximizing and an "x" for closing

Click on the lower of the two double boxes to restore the workbook window.

Bob,

Your workbook is Protected.

Go to "review"

"unprotect workbook"

Then you should be sweet

Hi,

This question is not clear, however, assuming you have a sheet protection
problem, if you are using 2003 or earlier, choose Tools, Protection,
Unprotect Worksheet.  If you need a password I can't help.
