I am trying to print a worksheet where I want a given set of rows to print
as Titles, but I can't get Excel to let me do that.

In Page Preview, Setup, on the Sheet Tab, I should be able to set my Print
Titles,  but whatever I do those fields stay grey and un-editable.  That is
where I am supposed to be able to se the values, but Excel won't let me!

Does anybody have an idea of why I would not be able to set the print
titles?

That's the way excel works.

Close the print preview window and use File|Page Setup.

You'll be able to change more things.
