Pictures hover over the cells--they're not actually in the cells.
Make sure the pictures are totally within the row (or cell)--no overlapping to
the cell above or below.
Then make sure each picture is marked to move and size with cells.
Right click on a picture|Format Picture|Properties tab|move an size with cells.

The picture must be totally contained within the cell, as Dave
described.....usually cells are too small for this to be able to see the
picture. Better methods are to use the Comment Boxes like dave suggests, or
to just put a Hyperlink to the picture in the cell.....
