That is not a bug. You're confusing "re-do" with "repeat" which is Ctrl+Y or
F4. "re-do" undoes the last undo or series of undo's
If you have not undone anything, re-do will be greyed out.

I should clarify that if you have undone something and want to re-do it you
can click on re-do or use Ctrl+Y or F4.
Perhaps that's where some of the confusion comes from.
