Making sure Comment in Workbook is never deleted

Excel 2002 SP3
Win XP Pro SP2

Hi,

I need to pass a spreadsheet around to others BUT I also need to have a
clearly visible explanatory comment on the first sheet.

How do I make absolutely sure that no matter what, this comment is never
deleted?

Just write the comment, make it visible and lock that cell?

Is  that the best way or is there a better way?

Don't forget to protect the sheet as well.
