Deafult / Forced view arrangement when opening

Is it possible to set a default or forced view arrangement to e.g.
cascade so that and existing excel workbook automatically opens and
rearranges / resizes to this mode.

Most sheets I receive have been created and saved with Excel maximised
and so the sheets invariably open with scroll bars running off the
right and lower edges and hence have to be re-arranged

I had thought a lot of people would have this requirement -
I am elaborating

What I want is that when I open a new sheet - it should open as if
View >> arrange >> cascade has been selected or view >> arrange >>
tiled has been selected immediately after opening the sheet

most of users in our site use different size screens and save excel in
different sized views - consequently we have to resize everytime after
opening - if you are not using excel in maximised mode that is
