missing menus

when I open excel the only thing I can see is the title bar and the cells.
all the icons and menus are missing
eg file, edit, insert etc
how do I get the menus back

Go  into the VBIDE (Alt-F11), and in the immediate window (Ctrl-G), and
enter

Application.Commandbars.Reset
