Reassigning keyboard shortcuts

I tried to do this in Tools -> Customize -> Commands, but Modify Selection
is gray. Can anyone help?

To access Modify Selection:

Open Tools -> Customize -> Commands then click on the toolbar button
you want to amend, or the menu option you want to amend you can then
press 'Modify Selection'.

For example:
1.Open Tools -> Customize -> Commands
2. Edit -> Cut
3. Modify Selection
