Excel 2007 does not open XLS files by double click

Suite:
   Office 2007 Home and Student Italian version
Product:
   Excel 2007
Problem:
   If I double click on a XLS file, Excel 2007 open but does NOT load the
file.
   If I drag and drop th efile to Excel WHEN opened in such a way,
   the file is loaded BUT I get a message that states that file is already
open.
   If I close that message, I can work as expected.
Analysis:
   It looks like Execl does not open the file until I perform the drag and
   drop operation, and then trie sto load twice.

Any hint?

Seems to be a bug in Excel 2007.  Thousands (it seems) have reported it.

Any hope to fix the bug in Excel 2007 which does not open XLS files by
double clicking on them?
