I've created a form that can be submited via email to conditional email
addresses and subject lines.  But the form is delivered as an attachment.
Is there a way to have the form delivered in the body of the email (as it is
done with the "File/Send to Recipient" menu item?
Or is there a way to use the "File/Send to Recipient" menu item that
populates the subject line and email address?

Not sure about InfoPath 2003 but in 2007:

Tools > Form Options... > E-mail attachments

Change the settings as required.

Hope this helps.
