Publishing issue in MOSS 2007

Hey all:

I am having a problem publishing forms (both Document Library and Site
Content Type) to certain sites within my MOSS installation.  The error I
receive is "Getting the site content type columns failed".  It only happens
when I try to publish to a site which is at the root of a managed path with
explicit inclusion.

Here are some examples:

I can publish to http://moss where this site is located at the root of the
web application.
I can publish to http://moss/mpwwi/site where "mpwwi" is a managed path with
wildcard inclusion.
I cannot publish to http://moss/mpwei where this site is at the root of the
"mpwei" managed path with explicit inclusion.
I can publish to http://moss/mpwei/subsite where subsite is a site within
the previous example.

Does anyone have solution?  I am hoping there is a fix that is easier than
moving ALL of my sites into a new managed path.

Need to add,  I am a site collection administrator in all of the sites.
