Query info from Sharepoint Library

I have an InfoPath form that has a secondary data source pointing to a
sharepoint library. I need the form to retrieve the record from the
sharepoint library that has a name of X and the most recent submit
date.

Business Overview:

Everyone submits a status report every week using a form that submits
to a sharepoint library. When the user loads the form the form should
look for the most recently submitted status report for the select
project and pre populate fields with the values from the most recently
submitted status report.

Is there a way to do this. I would like to make this a web enabled
form, but if it is not possible to do this and have the above
functionality I will not.
