It seem's that InfoPath is saving XML files in UTF-8 even if the external schema is in UTF-8. Is there any way to force IP to save in ISO-8859-1 ?

InfoPath files can only be saved with UTF-8 encoding. We don't limit the
characters that can be typed into any field, so allowing other encodings
would potentially lead to data loss.
