Is there a bug in the InfoPath screen tips?

It seems that the screen tips do not appear when the form is connected to a
database, but will appear if there are not any connections and the form
stands alone.  Is this a bug or is there a workaround for this?

What is your exact scenario? I don't see this occuring when the database is either the main data source or a secondary data source.
