Need General advice on best way to accomplish this

I have a form that has to be approved by 5 different people.  The five
approvers are determined by what the requestor fills out in the form.  The
customer does not want each level of approval to see what other approvers are
approving nor does he want any of the requestors to see other requestors'
forms.

What would be the best way to accomplish this?  Should I set up a form
library for each level of approval and move the form to each library as it
makes its way through each stage?

Hello

I have a question for you . Does all the approvers approve the same form and
they should not see what others have written or each approver will approve
only one form and the other approvers should not see eachother forms?
