certmgr error

I am getting an error when trying to create a personal certificate using
certmgr.msc

The wizard cannot be started because of one or more of the following
conditions:
- There are no trusted certification authorities (CAs) available
- You do not have ther permissions to request certificates from the
available CAs
- The available CAs issue certificates for which you do not have permissions

I am a Domain Admin, so I wouldn't think it would be a rights issue.
I simply want to create a self-signed certificate for internal use.
Any help would be appreciated.

It does sound like a security or policy issue. Try reposting your question in
one of the Windows newsgroups.
