I created a form using InfoPath and I need to be able to email it as an
attachment and have it be viewed and filled out by people who do not have the
InfoPath application.  Is there a way to do this?

You would need to have it on a server, which was accesible to all your users,
which can render InfoPath in a browser. Either SharePoint or the Database
Accelerator from http://www.qdabra.com
