One of the users in the office can seem to open some of the files that have
been created in info path on the office network. An Error comes up that due
to the template the file is not found. Anyone have any ideas what could be
the issue ( the files are not read only or protected or anything like that)

What about NTFS permissions on the directory where the form is
published?

You may need to clear the user's cache of templates from InfoPath.
Also make sure they have access to the template as well as the forms since
the template is required to view the form.

We've had a similar problem and it seems to work it self out if i
direct those that cannot open it to open a new form from the published
location one time. Haven't had to do anything past that.
