I tried that but the field size isn't large enough to show the full options.
For example, Observed Holiday only shows a few letters because the size of
the column is large enough for only 3 letters, OH. Any ideas?

OK I understand.
You should be able to expand the size of the dropdown by making it bigger in
designer. Which might be too big for the data. The other way to do it is to
have the field twice, a large field for the dropdown and a small field for
the data.
If the field is blank - show the large dropdown field. Otherwise show the
small text field.
You could also have a check box or button to show the larger field too.
Unfortunately there is no double click functionality.

Sure.
Just drag in the field again into the column and then setup your conditional
formatting on each.
