InfoPath - Automatic Email

I dont have access to a sharepoint server is it possible to automatically
distribute an email based upon a field change in a form?

Yes you can trigger a submit to email data connection in a rule action on a
control.

Value changes, rule fires, email submit.

By standard functionality, the user would have to confirm the send of the
email.
