Does Infopath 2007 work with Outlook 2003?

Am I able to create forms in Infopath 2007, save in Infopath 2003 format and
publish as a fillable form using Outlook 2003

Hi Tony.

Client side email must be with the same version of Outlook as InfoPath.

So if they are using InfoPath 2077 they must also have Outlook 2007.

If you use server side email, then this is not the case. Either browser
based forms or the Database Accelerator from http://www.qdabra.com can
provide this ability.
