InfoPath 2007 and SharePoint 2007 will allow you to create a browser-based
form. These have a lot of limitations and can have performance issues--just
depends on what you want to do. All major browsers are supported to one
degree or another (some have issues).
Otherwise, each user will need InfoPath installed.

I don't know whether anyone has compiled a list of resources, but if you
search around the web and newsgroups for limitations on InfoPath browser
forms, you'll probably be able to come up with a pretty good list.
