Security error message when chaging the form security level

Hi,

I get this error message after I modified the security level of the form to
"Full trust" and try to open an empty form:

"Form template: file:///C:\Public\Forms\InfoPathForms.xsn
The form template is trying to access files and settings on your computer.
InfoPath cannot grant access to these files and settings because the form
template is not fully trusted."

However if I change the security level to "Domain" I can open an empty form
without any problems. Why do I get this message and cannot create an empty
form when I choose the least secure option? How can I get rid of this error?
