This may sound rediculous, but can an individual InfoPath
2003 SP1 license be installed on a PC running MS Office
XP?  I know you can buy just a single InfoPath license
without buying the whole enterprise edition of Office 2004
pro.

It absolutely can. You won't be able to use InfoPath's Send as Mail or
Export to Excel functionality, but otherwise you'll be just fine.
