I am in very beginning of considering online web-based data entry.
Simplistically, we just want to develop a form for online data entry,
have the data submitted, then captured in InfoPath.  Am I on the right
track in considering that these 2 products, by them themselves, can
accomplish this?  And if so, is there a tutorial somewhere to help me
get started?

Can't speak for OmniForm, but InfoPath does not design web forms. It designs
forms that are much richer and are used by users with InfoPath installed on
their computer. They're not dissimilar from web forms, except that there are
many more features.
