Can I change the time format in footer or header in InfoPath? I need the time
format in hh:mm tt such as 11:25 AM ( no second ) in the footer. I know I can
change the time format in Control Panel/Regional Options but I cannot ask all
my users to change the time format in this way. Thanks in advance.

Sorry, there's no way to force the time format. The two options of &d and &D
are the only options.
