When designing a form, after I drag a layout table from the layout pane, I
can not edit the table borders, insert cells or merge cells, those options
are grayed out on the layout pane.  On another machine, when I edit the form
everything is fine, I can add cells change the borders etc...  Any help would
be appreciated.

Please check to see if this same thing happens on the problem machine if you create a new blank form.

Yes when I create a blank form on the  problem machine I have the same
problem.  Both machines as XP SP2 with Framework 1.1 SP1.  They both have the
same third part control suites.

It sounds a lot like a configuration issue more than anything else.

Although it will take some time, it might be worth doing an uninstall and reinstall to make sure there's nothing weird going on with that -- I.E. perhaps another app was installed afterward which changed a shared file or something...
