Using a form outside of Infopath

How can I e-mail a filled in form so that the end user (Outside the Exchange
server/domain) can read it without issues?

Here's the scenario. I use Infopath to fill in Inmate Records.  From there
they submit to a sharepoint library where that forms information is tied ot
other Sharepoint lists and reports.

There are instances where I need to "push" a record to another agency.  I
need the form information and the pictures which are in base64.

It is most likely that the other side of the equation will not have Infopath
installed and they just want the data.  Currently I use Print to Microsoft
Image Writer and then e-mail from there.  This solution is relativly
inefficient and there HAS to be a better way.

Have you tried to use the downlevel tool to turn your form into HTML?
