Offline forms - how do they actually work??

How does offline forms actually work? How do their
dropdowns have values if they're offline? Does working
offline something to be considered in the design of the
InfoPath form, logic, and codes when your form is
intended to be offline? How? Offline meaning it can be
downloaded from a single point/repository and then filled
out while disconnected then connect again to submit?
