When i click submit on my form i want to return a red label that says *Error
Name Required if they leave the Choose your name drop down list untouched.

Should i add the function at the submit button or at the drop down list
control?

You can do this using rules with conditions, or with code.

Since you said that you wanted this message to appear when the user clicks submit, you should add the code to the submit button.
